Citizens Opening Protection Requirements in Florida

Citizens updated its opening-protection policies. Learn when personal-lines homes may need opening protection, how the Wind-Borne Debris Region matters, and what documentation owners should verify.

Impact windows can matter to a Citizens Property Insurance policy for more than a possible mitigation credit.

Citizens’ current personal-lines guidance also identifies circumstances where opening protection is required for eligibility.

Because insurance rules can change, homeowners should verify the current Citizens requirements before assuming a planned window project will satisfy underwriting.

When does Citizens say opening protection is required?

Citizens’ current FAQ, updated in June 2026, says opening protection is required for personal-lines homes that:

  • Are valued at $750,000 or more, and
  • Are located in the Wind-Borne Debris Region (WBDR)

Citizens also says a qualified inspector must complete and submit the current Uniform Mitigation Verification Inspection Form, OIR-B1-1802 Rev. 04/26, for coverage eligibility in this situation.

This is Citizens-specific guidance. Do not apply it automatically to every private insurer.

Does this mean every Florida home needs impact windows?

No.

Opening protection can be provided through different approved strategies depending on the property and applicable requirements.

Impact-resistant windows are one possible approach. Other openings may use approved shutters, panels, impact doors or other qualifying protection.

The exact classification depends on the installed system and inspection documentation.

See our impact windows vs hurricane shutters guide for the ownership and maintenance differences between those strategies.

Why does the Wind-Borne Debris Region matter?

The WBDR is a Florida Building Code concept used in opening-protection requirements.

It is not the same thing as the High-Velocity Hurricane Zone.

Miami-Dade and Broward make up the HVHZ, while the WBDR covers a broader set of areas based on code criteria.

Our HVHZ vs Wind-Borne Debris Region guide explains the distinction.

For insurance eligibility, use Citizens’ current underwriting guidance and the property’s verified location rather than assuming a county name answers the question.

What counts as opening protection for an inspection?

The inspector evaluates the actual installed protection and supporting evidence.

Impact-window documentation can include:

  • Product approvals
  • Permit records
  • Final inspection documents
  • Glass etching or labels
  • Manufacturer information
  • Photos
  • Documentation for doors, shutters, garage doors and other openings

A house is evaluated as a system. Protecting only the most visible windows may not produce the same classification as protecting all required openings.

What form does Citizens currently require?

Citizens references the revised OIR-B1-1802 (Rev. 04/26).

Florida’s Office of Insurance Regulation made that revision effective April 1, 2026.

If a homeowner already has an older form, Citizens says certain pre-April 1, 2026 forms can continue to be accepted when they remain within the five-year validity period and no material changes have been made.

For a new inspection now, use the current form.

Read our 2026 OIR-B1-1802 guide for more detail.

Can a contractor certify Citizens eligibility?

No.

A contractor can install an approved product and provide project documentation, but insurance eligibility and mitigation classification are determined through the insurer’s process and the required inspection.

Citizens states that mitigation forms are reviewed by underwriters and can be independently verified.

Do not treat a sales proposal as an insurance approval.

What should homeowners verify before replacing windows?

Before ordering, ask:

  1. Is the property insured by Citizens or another carrier?
  2. Is the property in the WBDR?
  3. Does Citizens currently require opening protection for this policy?
  4. Are all exterior openings included in the protection strategy?
  5. What product approval applies to each proposed window or door?
  6. What documentation will the contractor provide?
  7. When should the wind mitigation inspection be performed?
  8. Does the insurer need any additional forms?

That sequence reduces the risk of installing strong products but ending up with incomplete insurance documentation.

Frequently asked questions

Does Citizens require opening protection for every home?

No. Citizens’ current FAQ identifies a specific personal-lines eligibility rule for homes valued at $750,000 or more that are in the WBDR.

Do impact windows automatically satisfy the rule?

Do not assume that from the marketing label alone. The exact installed products and all relevant openings need to be verified through the required documentation and inspection.

Is the WBDR the same as Miami-Dade and Broward HVHZ?

No. They are different code concepts.

Can Citizens verify my wind mitigation inspection?

Yes. Citizens states that it reserves the right to verify mitigation forms through an independent inspection.

The bottom line

For Citizens customers, impact windows can be part of both mitigation and underwriting discussions. Verify whether the property’s value and WBDR location trigger the current opening-protection requirement, then document the complete opening strategy with the proper inspection.
